What mass should balance the force of electrostatic repulsion?

A known electric charge, for example, + or - 1 coulomb, created by (a) electrons, (b) positrons, (c) protons, is distributed over the surface of a sphere of a known radius, for example, 1 m. What mass should be inside this sphere to balance the force electrostatic repulsion by gravitational force? Should it be a black hole or not?
